Patricia Tsubokawa Reeves is a 4th generation Californian. She attended Norwalk High School in Southern California, where she graduated in 1969 as Student Body Vice President, Song Leader on the Pep Squad, Homecoming Princess, and member of the Debate and Speech Team. Although she had a full state scholarship, she decided to get married instead and soon had 2 children by age 20. Her undergraduate education began at Fullerton College as a re-entry student. She transferred to U.C. Riverside where she graduated in 1983 with a cooperative Bachelor of Science degree in Sociology and Law and Society. When she went to U.C. Davis School of Law her whole family moved to Northern California. Her daughters were in the 7th and 8th grade and her husband transferred his job to San Leandro. They all survived. Today Ms. Reeves specializing in business litigation and has tried more than 25 cases to verdict.

Little Known Facts: On October 26, 2002, at Franklin Canyon Golf Course, Hole #11, I hit a hole in one. It was a par 3 and I used my 3 wood. I was golfing in a tournament so this amazing stroke of luck was witnessed and official. I still can't believe I did this.

Kitty Guptill is Senior Vice President, Market Strategy and Sales Operations, for Kaiser Permanente’s National Program. She is responsible for leading market analytic, strategic planning, channel management, and sales operations teams. She has had a leadership role in implementing health care reform for the KP Program since the Affordable Care Act was passed in 2010. During Guptill’s 21 years with Kaiser Permanente, she has served in a variety of roles, including leading the market planning and business analysis function for California, and managing the Individual and Small Business line of business for Northern California. In 2013, Guptill assumed responsibility for the National Channel Management and Sales Operations team; a program-wide shared service that provides a wide-range of operations and systems support and training for sales, account management and underwriting. In addition, she is driving the program-wide channel strategy and operational implementation of private exchanges. Recently, Guptill assumed accountability for the Kaiser Permanente Individual and Family (KPIF) line of business.

She has extensive experience in governmental and HUD projects, audits and consultation on all types of pension plans including 403b, 401a, 401(k), Defined Benefit, ESOP and profit sharing plans.
